The SafeAssign service, hosted by Blackboard, is having issues with response. They have reported their servers are slowing down to the point where uploading or reviewing SafeAssign assignments is impossible. Once they fix the service, SafeAssign for faculty and students should become available automatically.
UPDATE 6:30 PM - The SafeAssign service appears to be functioning normally at this time.
